In der jüngeren Vergangenheit ist ein zunehmendes Engagement von Beschäftigten an Hochschulen und außeruniversitären Forschungseinrichtungen in Richtung eines professionalisierten Forschungsinformationswesens festzustellen. Der Aufbau von Forschungsinformationssystemen (FIS) spielt dabei eine zentrale Rolle. Die Frage, wie sich dort zu erfassende Daten für die Hochschulsteuerung – insbesondere auf der Grundlage bibliometrischer Indikatoren – nutzen lassen, wird in Deutschland (noch) nicht aufgegriffen. International hat die Diskussion zum Umgang mit Metriken eine deutlich größere Dynamik. Der Beitrag greift diesen Diskussionsprozess auf und erläutert die aktuellen Empfehlungen zu einem verantwortlichen Umgang mit Metriken.
In the recent past, there has been an increasing investment in the implantation of current research information systems (CRIS) at research institutions. The question of how the research information can be used for university management - particularly based on bibliometric indicators - has not (yet) been addressed in Germany. Internationally, the discussion on how to deal with metrics in university governance and research assessment is much more dynamic. The paper takes up this discussion process and explains the current recommendations for responsible use of metrics. In the area of reporting from research information systems, it is absolutely necessary to ensure bibliometric expertise in order to avoid misapplications and instead gain real insight through extended analysis possibilities. The author points to the necessary professionalisation in the development of bibliometric services as part of research management and recommends further training and participation in the international networks. Institutional guidelines can provide a framework for the responsible use of metrics. Their creation should be a starting point for the discussion of the use of bibliometric indicators and their application scenarios.
